Building
Must be Obtained Prior to Construction.

Permits are required for, but not limited to, the following: new construction, additions and structural alterations, swimming pools, storage sheds, decks, garages, fences, signs, home occupations and front yard parking areas.

Swimming Pools
Swimming pools are regulated by the Westmont Borough Code and the PA Uniform Construction Code.

In-ground, above-ground and on-ground swimming pools including soft-sided and blow-up pools, and hot tubs and spas capable of containing water to a depth of 24 inches require permits, fencing and gates. Permanently installed pools require Special Exceptions by the Zoning Hearing Board.

Moving
A moving permit is required prior to moving into, within, or out of Westmont Borough. This permit may be printed (link below) and mailed in or obtained at the Municipal building, 1000 Luzerne Street, Johnstown, PA at a fee of ten dollars ($10) made payable by check or cash.  Landlords are responsible for notifying their tenants.

Garage Sales
Garage, yard, or miscellaneous sales of household items require a permit. This permit may be obtained at the Municipal building, 1000 Luzerne Street, Johnstown, PA at a fee of ten dollars ($10) made payable by check or cash. A sale may be held for one or two consecutive days and no more than two sales are permitted per calendar year at the same residence. Permits are required PRIOR to the sale. The Borough will hold an annual Community Yard Sale in the spring (dates to be determined) with no fee assessed.

Prior to solicitation in the Borough, vendors of merchandise must obtain a permit from the Borough Office. A current background check, valid driver’s license and a completed Solicitation Permit Application is required at the time of issue, to include a twenty-dollar ($20) fee made payable by check or cash.   The salesperson is required to show this permit upon resident's request.

Burning
A permit is required for outdoor fires that are upon private property for the burning of non-offensive matter. This permit may be obtained at the Municipal building, 1000 Luzerne Street, Johnstown, PA at a fee of one dollar ($1) per day made payable by check or cash. Fires are permitted Monday through Saturday between the hours of 8:00 a.m.- 7:00 p.m. Burning is not permitted on Sundays or legal holidays.

Accessory Vehicles
Boats, boat trailers, campers, house trailers, motor homes, or any other type of trailer parked on your property must comply with regulations of the Westmont Borough Zoning Ordinance. Permits are required.
